Mr. Anthony (Tony) Grande, M.Ed., CAGS, NCSP
Coordinator of Psychological Services
Grade Band: K-12
Anthony (Tony) was born in Pittsburgh, Pennsylvania. After graduating from Gateway Senior High School, Tony attended Indiana University of Pennsylvania (IUP) where he earned Dual Baccalaureate degrees in Music Education (Bachelor of Science in Education) and Music (Bachelor of Arts) in addition to a minor in Educational Psychology (Cum Laude). Subsequently, Tony pursued his graduate education and attended IUP earning his Master of Education in Educational Psychology and his Certification of Advanced Graduate Studies in School Psychology. During his graduate studies at IUP, Tony was awarded scholarships and a graduate assistantship conducting research and working with students with disabilities in the college setting. Tony went on to complete his School Psychology internship at the North Allegheny School District (NASD) in Wexford, PA. During both his graduate studies and internship, Tony was engaged in, or coordinated, various research efforts which resulted in publication and presentations at national and international conferences. Upon completing his internship, Tony began working at Insight PA Cyber Charter School as an Administrative School Psychologist. He then worked within the roles of Lead School Psychologist, and currently, Coordinator of Psychological Services. His areas of professional research and interest include cognitive and neurocognitive assessment, equitable service delivery, systems-level supports, and interventions for academic development and mental health functioning. Tony’s personal hobbies include spending time with friends/family, watching movies and tv, and reading.
Mrs. Melissa Cichello, M.S., Ed.S
School Psychologist
Mrs. Melissa Cichello, M.S., Ed.S. has been employed as a school psychologist since 2017. A native of Gibsonia, PA, Melissa graduated from Washington & Jefferson College with her bachelor’s degree in Psychology. Melissa obtained her master’s degree and post master’s certification in School Psychology from California University of PA. She completed her internship program with the Armstrong-Indiana Intermediate Unit 28, splitting her time between the Early Intervention program and at Freeport Area School District. During the final year of her graduate program, Melissa was able to present her research at a national convention. Melissa then began her professional career when she moved to Centre County to work at Bald Eagle Area School District for three years. Most recently, Melissa was a school psychologist at Punxsutawney Area School District for one year. Melissa is new to the Insight PA Cyber Charter School team and is looking forward to adapting her practices to best serve students within a virtual environment. She is currently a member of the Association of School Psychologists of Pennsylvania, as well as the National Association of School Psychologists. Melissa’s professional interests include Multi -Tiered Systems of Support implementation, analyzing students’ response to intervention, and assessment of emotional/ behavioral disorders. Melissa now lives in Armstrong County with her husband and their cats. In her spare time, Melissa enjoys rooting for Pittsburgh sports teams, kayaking, and spending time with family and friends.
Mrs. Ranelle Hartley, M.S., Ed.S.
School Psychologist

Ranelle Hartley, M.S., Ed.S., is a Certified School Psychologist that has been working in the field of School Psychology for 12 years. Ranelle is a life-long resident of Greene County, Pennsylvania and joined ISPA as a School Psychologist in 2019. Ranelle earned a Bachelor of Arts degree in Pre-professional Psychology with minors in Child Development and Sociology at Waynesburg University. She went on to receive her Master of Science in School Psychology and Educational Specialist degree from California University of PA. Before coming to ISPA, Ranelle has worked for the Intermediate Unit One as a practicing School Psychologist in K-12 schools. She has worked within the cyber charter school environment contracting as a School Psychologist for 11 years. Additionally, Ranelle has worked as an adjunct faculty member at Waynesburg University teaching Psychology. She has also worked as a Behavioral Specialist for Early Intervention Services. She brings with her experience developing and implementing appropriate interventions for academic, emotional, and behavioral concerns in a variety of settings. Ranelle understands that there is no “cookie cutter” approach when working with children. She strives to treat each child individually and embrace their differences in order to help them reach their full potential.
Mrs. Haylee Neal, M.Ed., CAGS, NCSP
School Psychologist
Upon graduating from Punxsutawney Area High School, Haylee attended The Pennsylvania State University where she earned a Bachelor of Science degree in Psychology. She continued her education at the Indiana University of Pennsylvania, earning her Master of Education in Educational Psychology and a Certification of Advanced Graduate Studies in School Psychology. During her graduate studies at IUP, Haylee was awarded a graduate assistantship conducting research on School-Wide Positive Behavioral Interventions and Supports (SWPBIS) in the state of Pennsylvania. Prior to her start at Insight PA Cyber Charter School, Haylee worked for 2 years in brick and mortar school districts. Her areas of professional research and interest include systems-level interventions and supports and neuropsychological implications within the educational setting. Haylee’s personal interests include spending time with her husband, Taylor, and daughter, Rory; as well as gardening and home renovation/design.
Ms. Tara Rosa, M.S., Ed.S., NCSP
School Psychologist
Tara is a graduate of Waynesburg University earning her bachelor’s degree in Psychology while minoring in Child Development and Self-Development. She continued her education at California University of Pennsylvania to obtain her master’s degree in School Psychology, while also earning her post-masters’ certifications in School Psychology and Threat Assessment and Management in Schools. Tara is a member of the National Association of School Psychology and the Association of School Psychologists of Pennsylvania. She has been passionate about helping others from a young age. Tara has volunteered at programs for individuals with intellectual and developmental disabilities for ten years. Additionally, Tara, has held consultative roles in behavior health which helped drive her professional interests of behavioral and executive functioning interventions. Outside of work, Tara lives in Pittsburgh, PA and enjoys spending time with her family, friends, and being outside.
Dr. Gabrielle Jones, EdD.
Special Education Eligibility Coordinator
Gabrielle (Gabi) is a graduate of Cabrini University where she earned her Bachelor of Arts in English and Master of Education while simultaneously earning her Elementary Education K-6 and English 7-12 Certifications. After taking a year off from school, she reenrolled at Cabrini to gain her Special Education K-12 Certification. Gabrielle later earned her Doctor of Education with a specialization in Educational Leadership and Management in June 2016. Gabrielle began her career in cyber education in August 2012. She joined Insight PA Cyber Charter School in September 2019 as the Special Education Eligibility Coordinator. Outside of work, Gabrielle loves to spend time her husband and two children, her large extended family, and friends. She also has a passion for music, reading, researching, writing, movies/tv, and all things Disney.
